Brownfields Financial Tax Incentive Program
The Brownfield Financial Tax Incentive Program (BFTIP) is a financing tool that allows municipalities to provide landowners property tax assistance as an incentive for environmental rehabilitation. The Minister of Finance can also approve matching education property tax assistance for eligible properties under the program. The government recognizes that cleaning up these properties has both environmental and economic benefits.
Recent legislative amendments to section 365.1 of the Municipal Act, 2001 have streamlined the BFTIP application process and provided additional flexibility around matching education property tax assistance. Further information can be found here.
The Province established BFTIP as part of its commitment to protect and maintain safe, clean, liveable communities. BFTIP supports the Province's Places to Grow initiative, which encourages growth through intensification and compact development in areas that can best accommodate it and promotes a more efficient use of existing infrastructure.
The development of brownfields properties also protects green spaces from being consumed by urban sprawl, ensuring these spaces are preserved to enhance the quality of life for future generations.
Ministry of Revenue staff would be pleased to meet with interested municipalities to explain the program requirements and explore development opportunities for brownfield properties.
