WHO WE ARE

The principal functions of the Ministry are to administer the province's major tax statutes and tax assistance programs. The tax revenues collected provide the fiscal foundation upon which many of the province's programs are based.

The Ministry operates a fair, effective, cost-efficient and confidential tax system that seeks to minimize the regulatory and administrative burden to individuals and businesses. The Ministry maintains the integrity of the province's self-assessment system by encouraging voluntary compliance through taxpayer education and customer service, while discouraging non-compliance through enforcement activities.

Office of the Commissioner of Revenue

Tax Revenue Division

The Tax Revenue Division administers Ontario's tax statutes, tax credits and benefits programs. The division is committed to operating a fair, effective, cost-efficient, confidential tax system, which minimizes the regulatory burden and administrative cost to individuals and businesses. The integrity of the province's self-assessing system is maintained by encouraging compliance through taxpayer information services and an independent objections review, while discouraging non-compliance and tax evasion through collection activities, audits and investigations.

Deputy Minister's Office

Communications and Corporate Affairs Branch

The Communications and Corporate Affairs Branch provides strategic communications advice and planning to the Minister of Revenue, the Deputy, all ministry divisions and, where appropriate, other ministries. The services include: communications planning for ministry programs, policies and initiatives; issues management; developing communications policies for the ministry; responding to public and media enquiries; advertising strategies and implementation; news releases; event planning; media monitoring and analysis; communications evaluation; speeches. The Branch tracks and coordinates responses to all ministerial correspondence and provides information and research services to support ministry staff in their policy role.

Legal Services Branch

The Legal Services Branch counsels the ministry on the interpretation of statutes and regulations, and the preparation and review of proposed legislation, regulations and other legal documents. General legal services include litigation, prosecutions, settling claims, drafting agreements and provincial legislation, providing legal advice on government financial matters, tax policy, administration and enforcement, and the issue and sale of government of Ontario securities.

Central Agencies Information and Information Technology Cluster (CAC)

The Central Agencies Information and Information Technology Cluster supports the Ministry of Finance, Ministry of Revenue, Cabinet Office, and Ministry of Public Infrastructure Renewal. The Cluster is closely aligned to the core businesses of the ministries and is absolutely essential to the efficient and cost effective delivery of services, the growth of those businesses and their contribution to the agendas of both the ministries and the government. Although there is a wide range of diversity of technology, it is matched to meet the business needs, is well-integrated and designed to meet corporate I & IT directions.

Corporate and Quality Service Division

The Corporate and Quality Service Division delivers planning, advisory, quality service leadership and controllership functions to ensure that direction and management of operating programs is consistent with Ontario government policy and legislative directions. The division provides corporate support services including: call centre and customer service operations; data capture and cash management for all collections under the taxation statutes administered by the ministry; coordination and production of ministry documents such as the Ontario Budget; and administers the Freedom of Information and Protection of Privacy Act for the ministry. The division also manages the service and accountability relationships with the Internal Audit Division and Ontario Shared Services of the Ministry of Government and Consumer Services, and ensures proper levels of support to the ministry and its client groups.
